The Warm Homes Plan

What is the Warm Homes Plan?

The Warm Homes Plan is the government's £15bn programme to upgrade up to 5 million homes by 2030. It brings home energy grants and low-cost loans together under one plan, and takes over from ECO4, which closes on 31 December 2026.

Common questions

What people ask about Warm Homes finance

Is Warm Homes finance open yet?

Not yet, and no launch date has been confirmed. Register your interest and we will email you the day it opens, with the confirmed rates and terms.

Will the loans be interest free?

Rates have not been confirmed. The scheme is designed to make borrowing cheaper, and the scheme lender sets the final rate. We will share it as soon as it is confirmed.

Who will be able to apply?

Homeowners are expected to be able to apply, including landlords who let homes privately. The scheme lender decides on each loan, subject to status and affordability. If you rent, let your landlord know about the scheme.

Does it cover insulation, windows or a new roof?

It is expected to cover heat pumps, solar panels and home batteries. Insulation, windows and roof repairs are not expected to be covered on their own. For lower-income households, the council-run Warm Homes: Local Grant can pay for insulation.

What happens to my details when I register?

We only use them to tell you when Warm Homes finance opens, plus UKEM news if you tick that box. Registering is not a loan application, and nothing is sent to a lender. See our Privacy Notice.
